Firefighters Make Progress on All Fires

Update: The regional haze continued to moderate fire behavior yesterday, allowing firefighters to make gains on fire containment. Walla Walla and Athena are hosting 946 personnel working on the three fires. Firefighters are creating direct and indirect fire line to manage fire spread.

Northwest Team 7 and the Oregon State Fire Marshal are in unified command fighting the three fires in partnership with the Umatilla and Walla Walla County Sheriff’s offices, City of Walla Walla, state agencies, and the Confederated Tribes of the Umatilla Indian Reservation.

 The Paradise Fire (760 acres) about 10 miles southeast of Walla Walla showed minimal growth yesterday. This fire is entirely within the municipal watershed for the city of Walla Walla and requires very careful suppression activity to preserve the integrity of the watershed. Crews are building direct and indirect line to contain the fire. Despite the extreme terrain and difficult conditions, firefighters are making good progress. The fire is spreading slowly in heavy fuels at high elevation.

 The Hagen Fire (26,879 acres) about 9 miles southwest of Tollgate, Oregon, showed moderate fire behavior yesterday. Firefighters dropped 50,000 gallons of water to slow the spread. The north perimeter of the fire at Bingham Road is holding and mopping up operations are ongoing. The fire expanded to the east and south, with moderate growth to the west. Firefighters are locating fire lines with the highest likelihood of stopping the spread of the fire to the east and south.

 The Horse Ridge Fire (832 acres) about 5 miles northeast of Meacham, Oregon is 60% contained. Firefighters are mopping up along the fire’s edge and patrolling the perimeter of the fire.

Evacuation Levels: The Umatilla County Sheriff reminds the public that due to the remote nature of these affected areas, residents must remain extremely vigilant and proactively monitor surrounding fire activity. Fire conditions can change rapidly. Evacuation levels have been elevated in areas of Umatilla County, Union County and the Confederated Tribes of the Umatilla Indian Reservation.  Fire and Fuels Advisory: The Northwest Coordination Center’s Predictive Services has issued an advisory https://gacc.nifc.gov/nwcc/content/pdfs/Fuels_and_Fire_Behavior_Advisory_PNW_20260714.pdf for most of Oregon and Washington that warns of dryer than normal fuel conditions due to record low snowpacks that will contribute to more active fire behavior and longer burning periods than is normal for this time of year.

Weather and Fire Behavior: Lower humidity and greater instability make fire activity more likely in the afternoon. Heavy smoke from other fires may limit visibility and moderate fire growth.

Current Situation: Firefighters are increasing mop up depth where safe, focusing on areas that could present future control concerns and cooling remaining pockets of heat along key stretches, including Happy Jack Ridge and other interior areas. Crews continue to strengthen containment lines across all divisions as moderate smoldering and creeping fire behavior persists in timber with short grass. Crews now have increased access to water thanks to additional resources, including tenders, vehicles used to transport and deliver large quantities of water to engines, crews, and equipment working on the fire line. Personnel are also identifying and mitigating hazard trees while working deeper into the interior to ensure residual heat does not compromise established lines. Firefighters remain ready to provide initial attack support to potential new wildfires in the area.

As containment improves, firefighters have started implementing suppression repair tactics along the southeastern side of the fire where crews are rehabbing dozer and hand lines and using chippers where appropriate to process slash and restore fireline disturbances. Resource Advisors (READs) are working closely with Umatilla National Forest staff and firefighters as part of the suppression repair efforts.

Emergency notifications and evacuation updates are coordinated through local Emergency Management. Residents near the fire area are encouraged to stay informed through official fire information.                       

Weather and Fire Behavior: The fire remains active in short dry grass and timber with grass understory, producing occasional single‑tree torching and short‑range spotting. A westerly wind pattern will develop today, beginning from the southwest and shifting to the west and northwest through the afternoon. Relative humidity will drop into the upper teens, and gusts may exceed 20 mph—conditions that could push the fire to the south and east during peak heating. Warm, dry conditions will persist, keeping fuels available for active spread in areas with heavier grass loads. Last night at 7 PM, the Albuquerque Zone Type 3 Incident Management Team assumed control over the Salmon and Olive Butte fires. Incoming Incident Commander Lino Baca and his team are “committed to continuing the great work done by outgoing Northwest Team 12.” Incident commander Baca further expresses his commitment to “supporting all fire personnel and working with cooperators and partners”. Firefighter resources continue to be shared across the two incidents. Fire crews will continue to reinforce containment lines and conduct mop-up operations along both fire perimeters. Overall, fire activity was down yesterday from the prior days due to smoke cover and slightly lower temperatures. 

Salmon Fire- Size: 1,426 acres | S tart Date: July 8, 2026 | Cause: Lightning | Containment: 60% 

Infrared flights yesterday showed scattered and isolated heat sources throughout the Salmon Fire perimeter. Crews will continue to look for and extinguish heat sources.

Olive Butte Fire- Size: 3,054 acres | Start Date: July 8, 2026 | Cause: Lightning | Containment: 60%

Islands of green, unburned areas continue to burn within the interior of the Olive Butte Fire. Crews continue to go direct, where safe to do so, to manage heat sources within and along the fire perimeter. Fire hose lines and sprinklers remain in place to aid firefighters with hot spot management. 

Weather: Temperatures continue to linger in the high 70s to mid-80s, with no precipitation expected in the foreseeable forecast.

Evacuations: Residents should be prepared for changes in evacuation levels as fire conditions can change. Baker County Sheriff’s Office recently reduced evacuation levels for the Granite and Greenhorn communities. Heavy equipment and fire vehicles are still working in these areas, so please drive with caution and be alert for unexpected fire traffic on narrow roads. Current Situation: Crews are diligently working to reinforce containment lines throughout all divisions, even as lingering heat remains a challenge in the grass and timber fuels. Firefighters are employing extensive hose lays to access hotspots, and they are systematically increasing the depth of mop-up operations along control lines. As conditions permit, teams are moving further from the perimeter, extinguishing hidden pockets of heat and ensuring residual embers are fully cooled. This thorough approach reduces the risk of fire re-ignition and enhances the security of the lines. Additionally, personnel are identifying and mitigating hazard trees to safeguard ongoing efforts, while reinforcing containment along Happy Jack Ridge and Roads 020, 180, and 181 to strengthen overall fire control measures. 

The team is collaborating closely with the Umatilla National Forest to develop and carry out rehabilitation efforts on both dozer and hand lines as conditions allow. Additionally, the team is actively collaborating with county Emergency Managers to coordinate and refine evacuation notification levels, ensuring clear communication and timely updates for affected communities.

Hagen Fire Grows; Containment on Others Progresses

Update: A thick blanket of smoke from other Oregon fires covered the area yesterday, moderating fire spread and limiting the atmospheric instability that fuels rapid growth. Firefighters made good progress on many flanks of the three fires in the group. In total, 870 people are working out of bases in Walla Walla and Athena to fully extinguish all fires as efficiently and safely as possible. Firefighters are using tactics and strategies that provide the highest likelihood of success while mitigating risks to responders. This means a combination of direct fire line construction at the fires’ edge where possible, and indirect control lines where they can be defended and successfully contain the fire.

The Oregon State Fire Marshal has mobilized five structural task forces to this fire and is working in unified command with Northwest Team 7. The Incident Management Team is working in close coordination with Umatilla and Walla Walla County Sheriff’s offices, City of Walla Walla, state agencies, and the Confederated Tribes of the Umatilla Indian Reservation to protect values at risk. These values include human safety, structures and communities, protection of municipal water supply, railroad corridors, private timber and range lands, and recreation opportunities.

The Paradise Fire (740 acres) about 10 miles southeast of Walla Walla showed minimal growth yesterday. Teams have identified good defensible indirect line locations and line construction is underway, using helicopter water drops to keep the fire in check. Hand crews have gained access to the fire’s edge and will construct direct hand line as fire behavior permits. Because the Paradise Fire is entirely within the municipal watershed for the City of Walla Walla it requires very careful suppression activity to preserve the integrity of the watershed.

The Hagen Fire (24,038 acres) about 9 miles southwest of Tollgate, Ore. burned actively yesterday. Helicopters delivered over 100,000 gallons of water drops to keep the fire within containment lines and away from structures. Growth was primarily to the south and east. Firefighters maintained containment south of Bingham Road, and worked to locate fire line opportunities to contain the fire where it crossed Stumbough Ridge on the west side of the fire. Firefighters continue to improve a contingency line on the ridge line north of Bingham Road to further protect the Highway 204 corridor. Scouting and fire line construction is underway to improve and connect existing roads to close off the southern and eastern flanks. The Hagen Fire has merged with the Ninemile Fire. This report will no longer address the Ninemile Fire.

The Horse Ridge Fire (831 acres) about 5 miles northeast of Meacham, Ore. showed minimal fire behavior and is 60% contained. The fire grew moderately as it slowly advanced to the prepared fire lines. Firefighters are reinforcing fire lines and mopping up along the fire’s edge.
